Home » Nationwide Civil Defence Mock Drills on May 7, 2025: MHA Issues Alert Over Emerging Security Threats

In response to increasing regional tensions and the evolving security landscape, the Ministry of Home Affairs (MHA) has directed all States and Union Territories (UTs) to conduct comprehensive civil defence mock drills on May 7, 2025. This move comes amid rising concerns following the recent Pahalgam terror attack and increased military activity, including missile tests, by Pakistan under its “Exercise INDUS.”

Purpose of the Mock Drills

According to a notification from the Directorate General of Fire Services, Civil Defence & Home Guards, the primary aim of these nationwide drills is to estimate and enhance civil defence preparedness across the 244 categorised civil defence districts in India. These exercises are being introduced as part of a broader strategy to tackle “new and complex threats” that have emerged in the current geo-political scenario.

Key Objectives of the Civil Defence Drills:

  Air-Raid Preparedness:
Checking if air-raid sirens work properly to warn people during an enemy air attack.

  Civilian Awareness & Safety:
Teaching people basic safety steps like staying indoors, how to evacuate, and giving first aid during emergencies.

  Crash-Blackout Measures:
Turning off lights in important areas for practice, like during wartime blackouts.

  Camouflaging Critical Infrastructure:
Hiding important places like power plants, water facilities, and communication centers to protect them from attacks.

  Evacuation Planning & Rehearsals:
Practicing how to safely move people out of risky areas to reduce harm during real emergencies.

  Communication Drills with IAF:
Making sure civil authorities can talk quickly and clearly with the Indian Air Force using radios and special phone lines.

  Control Room Testing:
Checking if emergency control centers are ready and can work together well in a real crisis.

Who Will Participate?

The drills will involve multi-level coordination with the active participation of:

  • District Civil Defence Controllers
  • Local Municipal Authorities and Disaster Management Units
  • Civil Defence Wardens & Volunteers
  • Home Guards (active and reserve forces)
  • Students from NCC, NSS & NYKS
  • College and High School Students
  • Police and paramilitary personnel

The MHA’s directive follows the second missile test conducted by Pakistan in two days, under the military exercise titled “Exercise INDUS.” These developments, coupled with the recent terror attack in Jammu and Kashmir’s Pahalgam, have heightened security concerns in New Delhi and prompted a proactive national response strategy.
