The Chhattisgarh state cabinet has approved the Student Start-up and Innovation Policy, aiming to create a dynamic, student-driven innovation ecosystem throughout the state. The decision was announced through an official government release on Friday.

Empowering 50,000 Students Across 100 Institutions

The policy targets 50,000 students across 100 technical institutes, with plans to support:

  • Development of 500 prototypes
  • Filing of 500 intellectual property rights (IPRs)
  • Incubation of 150 student-led start-ups

This initiative will prioritize innovation in key sectors such as agriculture, green energy, healthcare, and manufacturing. It also includes the establishment of innovation centers in tribal regions, aiming to promote inclusive development.

The policy emphasizes raising IPR awareness, encouraging idea generation, and helping students convert their concepts into viable technologies and sustainable businesses.

Key Cabinet Decisions: Education, Training & Empowerment

Alongside the innovation policy, the cabinet approved:

  • 30 new government posts
  • Senior selection grade pay scale for State Police Service officers (2005–2009 batches) who have completed their qualifying service

In a significant move toward inclusive skill development, the cabinet approved a non-profit joint venture between the state government and Pan IIT Alumni Reach for India Foundation. This venture will offer:

  • Vocational training
  • Rural entrepreneurship support
  • Foreign language education

Target groups include youth, women, and transgender individuals from tribal and underprivileged communities. The program will utilize unused funds from Tribal and SC Sub-Plan schemes, and existing government buildings will be repurposed for training purposes.

Road Safety, Transport & Tax Reforms

To enhance road safety and reduce vehicular pollution, the cabinet approved an amendment to the Chhattisgarh Motor Vehicles Taxation Act, 1991. Additionally, Rule 55 of the Chhattisgarh Motor Vehicles Rules, 1994, was modified. This allows vehicle owners to retain their preferred or fancy registration numbers when transferring vehicles from other states.

Legislative Amendments for Education and Land Governance

The cabinet approved the drafts of several key amendment bills to streamline state governance and services:

  • Chhattisgarh Private University (Amendment) Bill, 2025
  • Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025
  • Chhattisgarh Land Revenue Code (Amendment) Bill, 2025
    – Aims to simplify map-based land partition, ensure timely record updates, and prevent illegal plotting through geo-referenced maps.

Additionally, an amendment to the Chhattisgarh Kushabhau Thakre University of Journalism and Mass Communication Bill, 2004, was approved to enhance journalism education and support institutional development.
